An independent conformance and market review of the Arabic-script namespace: every published registry LGR diffed against a unified reference, five root zones analyzed, nine growth clusters measured across the ICANN CZDS year.
01 — Executive summary
The year Arabic gTLDs grew up
Demand for Arabic-script generic TLDs outpaced the registrar baseline all year — led by .شبكة (+32.9%) and .ارامكو (+28.3%) — while the healthcare cluster compounded double digits and .insurance (+36.1%) and .physio (+32.8%) spiked. Yet the regulatory layer lagged: the published LGRs disagree with each other, one carries an outright defect, and the largest Arabic TLD is still frozen in name-collision limbo. This Atlas quantifies all of it, and the unified reference LGR we filed with ICANN is the proposed fix.

Severity reflects publication risk: F-01 fails schema validation today; F-02 blocks cross-registry harmonization; F-03 freezes the flagship Arabic gTLD; F-04 is a regulatory gap.

All files are parseable by the ICANN LGR Portal ("Upload LGR") and by lgr-core. The unified reference is our RFC 7940 draft for ICANN IDN Program review.

How this was built
1. Collect every published Arabic-script LGR from the IANA IDN table registry 2. Parse ICANN lgr-core 7.0.1 — XMLParser + RNG schema validation 3. Diff lgr_compare.py DIFF/UNION across all pairwise table combinations 4. Validate the unified reference LGR round-trips against the LoGS AR v4.0 baseline 5. Measure CZDS Jan→Sep 2026 password deltas, 9 TLD clusters 6. Inventory decode 21 root-zone files (574,022 owner names) for collision & squat signals
Reproducible: every artifact ships with this report — tables under /lgr/, raw aggregates under /api/data. Findings F-01…F-04 are also embedded in the reference LGR's <meta><description> so they travel with the XML.
